As an Owner’s Representative for water, energy, and environmental services, Tom Singleton is a trusted adviser serving as the client, for the client, as the client's fiduciary. In this capacity, he provides strategic guidance on projects that are becoming ever more complicated, integrating science, engineering, design, finance, and public involvement.

In addition to providing technical, permitting, and financial guidance, Tom helps local governments, state agencies, nongovernmental organizations, private industry, attorneys, and consulting firms, build consensus and support for their projects.

Tom's areas of expertise include, sustainable water resource management, water quality restoration, Total Maximum Daily Loads (TMDLs), National Pollution Discharge Elimination System (NPDES), stakeholder involvement, collaborative problem-solving, strategic planning, and business development.

The services provided by Tom include:

  • Lead and develop policy and strategy
  • Evaluate project feasibility, develop capital programs, identify funding alternatives, and secure funding
  • Develop scopes of work, prepare solicitations, and review bids
  • Provide master planning, design, technical, and regulatory services
  • Manage projects (task and project management) and programs (program management)
  • Facilitate and build stakeholder consensus
  • Provide peer review and quality assurance
  • Represent owner’s interest (owner’s representative, fiduciary)

These services can be provided ad hoc or throughout the entire project life cycle—from developing policy and strategy and funding and capital programs to master planning and feasibility analysis to engineering, design, and permitting and construction oversight and performance monitoring (see project life cycle, below).
